The behavior you're describing is very common on pups and it seems a simple case of pent-up energy with poor/no behavioral training on the part of the breather you bought the animals from.
All the pups I've had acted like that ... the remedy is a combination of exercise (A LOT OF IT) steady and stern commands and behavioral instructions, and patience since, even though you'll see improvements in the behavior (not jumping at you and getting off the kitchen counter) they will really settle down between two and three years of age ... of course as long as you fix them, if you don't fix them it will be longer and tougher training.
Just let me clarify that by exercise I mean loooooong walks on the leash. At least 3-4 miles in the morning and 3-4 miles in the evening. Plat time in your yard will get some of the energy out but will not train their behavior.
Keep in mind that, real high contents many times act more like wolves than dogs so you need to address the wolf in them if you want to get somewhere. That means that wolves will respect and listen to you based on how deep they bond with you and how centered and steady you are around them.
Regarding the breather, I don't really like any of them since they are breathing animals most people have a hard time dealing with and organizations like mine end up picking up the pieces without making the income. Every time we rescue an animal we are assuming many thousands of $$ of expense over the years ... I do it happily but with great effort so I don't appreciate breathers.
that said, it seems that this particular breather doesn't treat the animals property. What you can do is put a claim with the local animal control office and have them deal with them. By the way, were are you located? and what is the name and location of the breather?
